Who must be able to view or update the passport?

The passport has different access levels: some information is public, other information is restricted to specific operators.

Possible answers

Consumers

Whoever buys and uses the product: sees the public information.
E.g. composition, use and recycling instructions.

B2B customers and partners

Business customers and supply chain partners, who may access restricted data.
E.g. technical data for a manufacturer integrating your component.

Repairers and maintainers

Technicians who repair or maintain the product.
E.g. disassembly diagrams and spare part codes.

Recyclers and end-of-life operators

Those who handle the product at end of life.
E.g. materials present, hazardous substances, dismantling instructions.

Market surveillance authorities and customs

Market surveillance authorities and customs, who check compliance.
E.g. declaration of conformity and technical documentation.

Guidance

  • You indicated products with maintenance: repairers will need access to repair information and, depending on the sector, to record their work.

Legal references

  • Regulation (EU) 2024/1781 (ESPR): access to passport information may be differentiated by type of actor (consumers, economic operators, repairers, recyclers, authorities); the delegated act sets who can access what and who can update it.
